Golden head is a plugin inspired by those that appeared in Badlion Network, but open to public, high level of configuration. Has too much potential of update.

Use of the Cooldown System:
The available units of time are: SECONDS, MINUTES, HOURS or DAYS (always use the 's' on the final).
Persistents options is if you wan't to save the cooldown and then load when the servers starts again (You can disable it if you use less than 1 hour of cooldown).
The plugin only has 2 placeholders, to use in the internal config or you can use with PlaceholderAPI
%cooldown_time% to display the current cooldown (For Internal Use)
With PlaceholderAPI:
%golden-heads_is_on_cooldown% to know if a player is on a cooldown
%golden-heads_cooldown_time% to get the current cooldown of the player, returns "No cooldown", in case of player doesn't have any.
/gheads reload | Reloads the config of the plugin
permission: goldenheads.admin
/gheads give <amount or player> [amount] | Gives golden heads without crafting.
If you won't give none arguments, the command will give you 1 Golden Head.
In case second argument was a player, you can set amount for that,
In case you won't give third argument, the default amount is 1 Golden Head.
Can be executed from the console also.

To install this plugin you must go to the plugins folder of your server then paste the jar in plugins folder
Restart or start your server and ready!.
