[x] Executable Item Support Fix

Minor code cleanup for future update

x. Fixed the Database toggle not working.

x. Added option for turning the Database off

x Fixed a bug where players could bypass delivery permission and get access to all active deliveries.

x Bug fixed for the main delivery board where all delivery icons are shown. Clicking on non-delivery tiles do not throw errors now.
