- Fixed sound issue with announcements
- Fixed permissions for announcements
Each announcement has a permission "none" now makes it public

1.4 - Fixes and RGB support
NOTE: You need to regen all your config files. All config values have been changed.
Added 1.18 & 1.19 support
Fixed multiple announcements not working
Made it possible to change the output of /announce

Made it possible to edit all messages except debug ones for sound names etc.
All permissions are now the same on spigot and bungeecord they are no longer changeable.
Added a permission per announcement put "none" to disable it

Added RGB support (1.16+) - Spigot only currently will look into supporting bungeecord in future versions. See usage here.
