✨AutoTreeChop 1.5.2

Quickly fix some bugs around usage limit

Hello! Now is time for release 1.5.1, this release fixed some bugs and add some small features, enjoy :)
### 1.5.1 Changelog
- Add `/atc enable-all` and `/atc disable-all`, to enable or disable for all online player
- Fixed some bugs around VIP player's limit issues

This is a biggest update of AutoTreeChop \o/
We rewrite most of our code for better performace, and also let plugin more powerful!
## What's changed
- Use an modern Translation framework (Thanks CubBossa!)
- Use SQLite to store playerdata
- Fix many bugs
